Information Technology Management Team
As an internal service fund, the Department of Information Technology provides computer-related services to
all other Sutter County Departments. The department is divided into 6 programs, Operations, Network and
Equipment, PC Support, Programming Support, Web/E-Government Support, and Administration, which align to the
various types of service we provide.
Operations – this is the “traditional” data processing operation of the AS400 and RS6000 mini-computers.
Network and Equipment – this is the infrastructure portion of our system, including things like the fiber
optic cable and equipment which make up the Wide Area Network, the cabling, desktop hardware and software,
Internet access, firewall, virus protection, and the on-going management and maintenance of the servers.
PC Support – this is the support of the desktop operating systems, including the County-wide “helpdesk”
function, as well as the installation and repair of the PCs.
Programming Support – this is the support of the in-house and third party software applications.
Web/E-Government Support – this is the service area for costs associated with developing and maintaining
the various external and internal websites for the County as well as for web/browser-based applications.
Administration - this is the general overhead for the department.

John Forberg is the Director of the department and was appointed to this position in September of 2005.
John joined the department in April of 2003 as Deputy Director, and had responsibility for the PC Support
and Network teams. These teams provide all the desktop, networking, server, email and Internet services
and support for the County.
Prior to joining Sutter County, John had worked at Sonoma, Contra Costa and San Joaquin Counties as Director,
Deputy CIO and Senior Manager respectively. He first started in County Government in 1986 after working 8
years as a computer systems specialist involved in teams performing research and development of remote sensing
radar systems for the federal government. Several of the systems John helped create are now in use by
agencies such as the National Weather Service and other federal agencies.
In addition to his regular employment, John is a past part-time instructor for CSU, Chico, University of
Phoenix, and Heald Institute of Technology. He has also been a guest lecturer and curriculum advisor at
several junior colleges in the greater bay area.
John is a member of the Institute of Electrical and Electronic Engineers Computer Society, the Association of
Computing Machinists, and the Association of Information Technology Professionals.
John earned a Bachelor of Science degree in Computer Science from California State University, Chico and a
Master of Public Administration from California State University, Stanislaus. He has also attended many
professional development seminars, attended four sessions at IBM’s Advanced Business Institute, and has been a
presenter and keynote speaker at regional, national and international conferences.
A 3rd generation Chico native, John is thoroughly enjoying working and living in Sutter County, and for the
first time in 17 years, doesn’t have a multi-hour commute facing him every day.

Dan March - Systems Analyst Supervisor, Legacy Systems Group
As Systems Analyst Supervisor for the Legacy Systems Group, Dan March oversees the legacy in-house and third-party
software applications developed for the AS400 and RS6000 platforms. These are the work-horse platforms of the
County and they host many different applications. The applications managed by the Legacy Systems Group are key
support functions in many departments and include programs such as the property tax system, the financial system,
the health and mental health systems, and most of the criminal justice systems.
Dan has spent much of his 25+ year career with Sutter County and has technically been a Sutter County employee
twice. He first started working for Sutter County in February of 1979 as a Programmer II and was promoted to
Programming Analyst III in 1982. During this time, he worked on many of our legacy systems and gained valuable
skills and insight allowing him to become the primary programmer for personnel, payroll, and budget systems.
He stayed with the County for four years, until February 1983.
When Dan left Sutter County, it was to assume a position of Programming Analyst at the Rice Growers Association
in Sacramento. Subsequent to that, he served as Supervising Programming Analyst in Trinity County. Dan returned
to Sutter County employment two years later, in March of 1985 again as a Programming Analyst III and he was
promoted to Systems Analyst in 1997. Dan assumed his current position of Systems Analyst Supervisor in December
of 2002.
Dan attended San Joaquin Delta College in Stockton and majored in Computer Science, but it is his natural talent
and abilities with business finances as well as computers that makes him a prime selection for key County systems
like the financial, budget and property tax systems. He has seen the migration of three financial systems, two
payroll systems, and has been a key asset in the continuing maintenance and wholesale transformation of the
legacy budget and property tax systems that are still viably in use today. He has also been instrumental in the
conversion from a batch Honeywell machine to an on-line Honeywell and also in the most significant conversion for
the County from the on-line Honeywell to an IBM AS400 in 1991. The AS400 remains the County’s primary workhorse
platform and Dan is the best resource for all issues related to this equipment. In 1996, the County acquired a
UNIX system for the financials and Dan was the key player in this migration as well.
With the transformation of systems over time, Dan has been involved with supporting applications affecting City
of Yuba City, Sutter County Schools, City of Marysville, Yuba College and City of Live Oak parking citations, and
the Yuba County property tax system.
Dan has enjoyed providing application support to the various departments in Sutter County. He recognizes and
appreciates the fact that the support he provides to other departments allows them to provide, in turn, better
service to the citizens of Sutter County.

Dave Miyachi - Systems Analyst Supervisor, Web Technologies Group
Dave Miyachi first joined Sutter County as a Programming Analyst III in 2001 and was then promoted to Systems
Analyst Supervisor the following year.
As the Systems Analyst Supervisor for the Web Technologies Group, he oversees all web-based development
and technologies for the County. In 2003 our Internet website was
awarded second place
in the Digital Counties Survey for governments with less than 150,000 in population
that was primarily conducted by the Center for Digital Government. In 2004,
2005, and
2006
our website was again ranked in the top-10 nationwide in the Digital Counties Survey.
The National Association of Government Webmasters awarded Sutter County's web design with the
2005 Pinnacle Award - Top Honors
for counties meeting the Medium Jurisdictions category. This award recognizes top competitors for
overall excellence in web design among public sector organizations. Sutter County received the
2006 Excellence Award
in Design/Usability for counties meeting the Small Population (under 100,000) category. Dave was
also awarded the
Microsoft Government Solutions Showcase
Award
in May of 2004.
Prior to joining Sutter County, Dave moved to the Yuba-Sutter area and enjoyed a two and a half year sabbatical that allowed him to
spend precious time with his family. Prior to his sabbatical, Dave had a successful and enjoyable 14 year career in the private sector as a
Software Engineer/Developer and manager in Silicon Valley with various software development companies such as Borland Software Corporation,
Tesseract Corporation and McDonnell Douglas.
A graduate of the University of California, Riverside, Dave earned both his Bachelor of Science and Master of Administration
degrees from UCR. Advancements in the realm of information technology occur consistently and rapidly, and as a result, Dave has
found it necessary to continually enhance his technical knowledge via numerous resources, but the greatest source of information
and knowledge comes directly through the Internet. The Internet brings a wealth of valuable information and resources to
all those who seek it, and it is part of Dave's mission to bring greater availability of Sutter County services and resources to
its citizens and employees via web-based technologies.

Gary Coverdale - Deputy Director
In 2006, Gary Coverdale joined the Sutter County IT management team. Prior to Sutter County,
Gary worked for the El Dorado County IT Department as the IT Manager and Security Officer
for nine years. Before El Dorado, he founded an IBM Business Partner software firm developing,
marketing, and supporting medium and large business and school transportation applications on
IBM mid-range computer systems. The firm also contracted and developed custom applications
ranging from materials processing systems, inventory and receivable systems, farm/crop/trucking
systems and other unique applications throughout the Sacramento Valley. BISPAC Corporation was
a prominent California software company for 23 years until Gary sold the business in 1997.
Gary graduated from Chico State University with graduate studies at Hayward State University
and Lincoln Law School. He holds a Certified Information Privacy Professional certification
promoting the security and privacy issues facing governments today, including HIPAA and state
and federal privacy rules and regulations.
Active membership in professional organizations include: IAPP, ASNP, CCISDA, and ISSA. Gary is
also a board member of the Cameron Park Rotary Club.
Outside of work, Gary enjoys music, sailing, SCUBA diving, flying, and motorcycle riding. He is
looking forward to being in integral part of the IT team here at Sutter County.
