Treasurer-Tax Collector Management
The Treasurer-Tax Collector's Office is accountable for three important County functions:
- Treasury
- Tax Collections
- Office of Revenue Collections

Jim Stevens has been employed with Sutter County in the Treasurer-Tax Collectors Office since 1984. He was
appointed by the County Board of Supervisors to fill the unexpired term of the former County Treasurer-Tax
Collector in August of 1986. He is currently serving his fifth term in office.
As the Treasurer-Tax Collector for the County, Jim directs three departments: the Treasury, the Tax
Collections and the Office of Revenue Collections. The combined staff total nine employees with an
operating budget of approximately $445,000.
In his capacity as Treasurer Jim has direct responsibility for the investment and custody of over
$145 million dollars of county funds. The treasurer's investment functions and activities are governed by
Sections §53601 et seq. of the Government Code of the State of California.
Duties of the Tax Collector are to administer all property tax collections as mandated by California Revenue
and Taxation Code §2602. Annually this department mails out approximately 40,000 tax bills and collects and
processes more than $45,000,000 in tax payments.
The Office of Revenue Collections is the third division located in the Treasurer-Tax Collector's Office.
Utilizing various techniques including a state-of-the-art automated collections system, ORC pursues payments
of delinquent debts owed to the county. $600,000 is projected to be collected in the fiscal year 2004-2005.
Since moving to Sutter County in 1970; Jim has been actively involved in the community, having served on the
Board of Directors for Casa de Esperanza, Yuba Sutter Chamber of Commerce, Chamber Ambassadors, Relay for
Life, and the Marysville / Yuba City Lions Clubs.
