Agricultural Commissioner
Appointed by the Board of Supervisors to a four-year term, the County Agricultural Commissioner is responsible for the local administration of certain federal, state, and local laws and regulations which protect the public’s health, safety and welfare, the environment, agriculture, and the consumer. The Agricultural Commissioner is also the County Sealer of Weights and Measures.

County Airport
The Sutter County Airport is located on approximately 170 acres of land, and is operated by the Sutter County General Services Department. No commuter airlines utilize the Sutter County airport. Due to Sutter County's proximity and convenience to the Sacramento International Airport directly south of Sutter County, commercial service has not expanded into Sutter County.

Assessor
The County Assessor is an elected official and constitutional officer, who is charged by law with the responsibility of independent oversight and preparation of the annual local property assessments, from which property taxes are derived. The Office of the Assessor locates, inventories, and sets values for all taxable property within Sutter County, with the exception of certain State-assessed properties and other specified properties which are designated as exempt from taxation, by law.

Auditor-Controller
The Auditor-Controller is responsible for maintaining the fiscal records of the County and those of special districts governed by the Board of Supervisors. In addition, control accounts are maintained for self-governed special districts and school districts depositing money with the County Treasurer.

Clerk-Recorder
The County Clerk's duties include responsibility for conducting all elections, maintaining voter registration files, issuing of marriage licenses, processing passport applications, filing fictitious business name statements, filing notary oaths, registering process servers and professional photo-copiers, performing wedding ceremonies, and other related work. The County Clerk also serves as Clerk of the Board of Supervisors. Divisions include Clerk of the Board and Elections.

Like the CEO of a major corporation, the County Administrator is responsible to the Board of Supervisors for the day-to-day administration of all County departments. The County Administrator provides staff support to the Board and generally ensures that the Board's policy is carried out.

County Counsel
The County Counsel serves as the chief civil legal officer for the County of Sutter with duties as prescribed by state statute and local ordinance. The office renders legal opinions in response to requests from the Board of Supervisors, the County Administrative Officer, county officers, department heads, the Feather River Air Quality Management District, and other special districts.

Development Services
The Development Services Department was reorganized in July 2013, by consolidating the existing Planning Services, Fire Services, Building Services, Environmental Health and Certified Unified Program Agency functions with the former Public Works functions for Engineering, Road and Water Resources. In July 2020, Fire Services began operating under the direction of the County Administrator’s Office. Divisions include Building Services, Environmental Health, Planning Services, the Planning Commission, and Public Works.

District Attorney
The District Attorney's office prosecutes on behalf of the people of Sutter County, all individuals, both adult and juvenile, accused of felonies, misdemeanors, and infractions occurring within the County.

Elections
The Sutter County Elections, as required by law, and under the direction of the Clerk-Recorder, conducts all Federal, State, County elections as well as school, city and special district elections. It administers voter registration and outreach programs, and maintains the master voter file.

Farm Advisor
The Bi-County Farm Advisors Office operates under a JPA with the University of California to provide services to the counties of Sutter and Yuba. This arrangement ensures programs are focused on local issues and at the same time leverages the resources of the University of California, and through UC, the USDA.

Human Resources
The Human Resources Department is a centralized merit systems agency providing the following services to County departments: labor relations, recruitment and selection, affirmative action, health insurance and benefit administration, classification and salary administration, administration of personnel rules and regulations, deferred compensation, unemployment insurance, risk management; and a variety of compliance programs relating to personnel which have been mandated by law.

Health and Human Services
Sutter County Health and Human Services provides assistance to members of the community through service branches which have expertise in critical areas. Services provided in the branches include behavioral health, substance use, public health, homelessness, child and adult welfare, in-home supportive services, public authority, public guardian and public assistance and employment services.

Juvenile Hall
The Yuba-Sutter Juvenile Hall is a 45 bed detention facility for offenders under 18 years of age. Comprehensive correctional service programs, educational and mental health services are provided to residents.

Library
The Library serves as a vibrant community resource for visitors and residents of Sutter County. There are a variety of programs and services available to all ages at the Library. Several options are available online as well. The Library’s focus is to serve the local community. Many in the community help promote and support programs and services through partnerships and an active Friends of the Library group.

Probation
The Probation Services Department is divided into four basic units: Juvenile Services, Adult Services, Administrative Services, and Prevention Services. The Adult Services and Juvenile Services include supervision and investigation. Prevention Services include probation officers assigned to Andros Karperos and Gray Avenue Middle Schools, Feather River Academy, Positive Attendance with YCUSD and the AFTER 3 Program at One Stop. Other specialized programs include an Adult Drug Court, Proposition 36 Supervision, the Family Intervention Team and the Stepping Stones Aftercare Program for minors committed to the Maxine Singer Youth Guidance Center.

Public Defender
The Public Defender's Office represents defendants charged with crimes committed in Sutter County who cannot afford an attorney, including juveniles. When the Welfare Department takes children into custody, the Public Defender is appointed to represent parents of the minors.

Treasurer/Tax Collector
The Treasurer and Tax Collector is an elected position (GC §27000) with the responsibility as Treasurer to receive and safeguard County, Schools’ and Special Districts’ receipts along with the management of the pooled treasury. The Treasurer is responsible for the investment of idle funds held in the pooled treasury with investment activity controlled by GC §53601 and the County’s Investment Policy. As Tax Collector (GC §27400) the department is responsible for the collection of all property taxes, both secured and unsecured along with direct assessments for schools and special districts. The Treasurer and Tax Collector also oversees the Office of Revenue Collection.

Veterans Services
This office is a Bi-County function with Yuba County acting as a lead agency. The Veteran's Services Office helps veterans, survivors, and dependents obtain benefits by providing information and assisting them in filing claims with the U.S. Department of Veterans Affairs (VA) and the California Department of Veterans Affairs (CDVA).
