The Treasurer-Tax Collector's Office is accountable for three important County functions. As the County's banking depository, the department provides pooled treasury services to County departments, schools, and special districts. These services include receiving cash receipts and depositing them with the County's banking institution; paying County warrants issued by the auditor or schools; and managing and investing funds.

The department also administers the property tax collection function for the County, cities, schools, and special districts. Tax activities include preparing and mailing bills, recording payments and reconciling accounts with the Auditor-Controller for the secured, unsecured, and supplemental property tax rolls.

The Office of Revenue Collections, established in 1990, is the third division located in the Treasurer-Tax Collector's Office. Utilizing various techniques including a state-of-the-art automated collection system, the office pursues payment of delinquent debts owed to the County.

State Controller’s Property Tax Postponement (PTP)

The Sutter County Treasurer and Tax Collector is happy to announce that the State Controller's Property Tax Postponement (PTP) has been reinstated after being suspended by the State Legislature back in 2009.

The program allows homeowners who are 62 years of age or older, blind, or have a disability, to defer current-year property taxes on their principal residence, providing they meet certain criteria, which include 40 percent equity in the home and an annual household income of $35,500 or less.

Applications may be picked up at the Sutter County Tax Collector’s Office at 1160 Civic Center Blvd, Yuba City or you can download the application package from the State Controller’s Office website.

To be eligible for the PTP program, a homeowner must apply and meet the PTP eligibility requirements each year.

The program has limited funding and applications will be considered and approved on a first come first serve basis.

The State Controller's Office (SCO) accepts PTP applications from October 1 to February 10 each year.

The interest on the postponed taxes is 7% per year and the total becomes due and payable when the homeowner:

  • Moves or sells the property
  • Transfers title
  • Defaults on a Senior lien
  • Refinances
  • Dies
  • Chooses to obtain a reverse mortgage
  • or the SCO learns the postponement was granted in error
