Sutter County’s Environmental Health Division has been designated as the Sutter County’s CUPA by Cal EPA. The CUPA (hazardous materials) program streamlines and provides consistent regulatory activities, including inspections, permitting, and enforcement for the following Programs:

California Environmental Reporting System (CERS)
Starting January 2013 all Regulated Businesses Must Report Their Hazardous Materials Business Plan (HMBP) Electronically
Assembly Bill AB 2286 requires that all regulated businesses must submit all the information gathered by the Certified Unified Program Agency (CUPA), including hazardous materials inventory, electronically (instead of on paper forms) starting January 1, 2013.
To begin inputting in the CERS, the regulated businesses will need to go to the CERS webpage. To start reporting your facility(s) information in CERS, businesses must create a new account(s) on the CERS website Business Portal Sign In.
