Overview

The Family First Prevention Services Act (FFPSA) signed into law on February 9, 2018, includes reforms to help keep children and youth remaining safely with their families and to avoid the traumatic experience of entering the foster care system. FFPSA Part I focuses on prevention services for children or youth who are at risk at entering into the foster care system and to help children and youth remain safe in their home. With FFPSA Part I county child welfare agencies and or probation were provided the opportunity to opt into Title IV-E funds for prevention services through the State (Family First Prevention Services) FFPS Block Grant. The requirement to opt into the State FFPS Block Grant was for counties to submit a three-year Comprehensive Prevention Plan (CPP) to California Department of Social Services (CDSS).

The CPP is a roadmap that outlines services proposed to be completed and include primary, secondary, and tertiary prevention strategies. The CPP’s goal was to create a county cross-sector collaborative with agencies and community partners, to develop the CPP to ensure the prevention plan met the overarching goal of children, youth, and families.

The CPP was approved by CDSS January 10, 2024.

The CPP roadmap aligns with the County Self-Assessment (CSA) and System Improvement Plan goals. The gaps and opportunities assessed included prevention of children and youth at risk of entering the Child Welfare system and Probation system; children and youth with complex needs; and children and youth who are already in the Child Welfare system and/or Probation system at risk from entering into higher level of care.
