CalWORKs and Employment Services
The California Work Opportunity and Responsibility to Kids (CalWORKs) program is a public assistance program that provides temporary financial assistance and services to meet basic needs such as housing, utilities, food, and clothing to eligible families that have children in the home.
If eligible for CalWORKs, families automatically qualify for Medi-Cal (Health Insurance) and may also qualify for CalFresh (formerly Food Stamps). CalWORKs is California’s version of the Federal Temporary Assistance for Needy Families (TANF) program.
There are two major components to CalWORKs:

RCA is a cash assistance program for refugees who are not otherwise eligible for any other cash aid. RCA also includes employment and other social services to assist a refugee in becoming self-sufficient.
Populations that could be eligible for the RCA encompasses all of the following groups: Refugees, Asylees, Cuban and Haitian entrants, Special Immigrant Visa (SIV) holders, Afghan and Ukrainian Parolees, Amerasians, and Certified Victims of human trafficking.
RCA is available for up to 12 months from date of admission to the U.S. in qualifying status, date of final grant of asylum or date of certification by the Office of Refugee Resettlement (ORR) as Victim of Trafficking.

TCVAP is a cash assistance program for non-citizen victims of crime who are in need of immediate services, and who are obtaining a legal humanitarian status or assisting in the prosecution of a crime. This includes victims of human trafficking who have not yet been certified by the Office of Refugee Resettlement (ORR), victims of domestic violence, and other serious crimes.

TCVAP recipients may also receive additional services through the Enhanced Services for Asylees and Vulnerable Noncitizens (ESAVN) program. For more information about services available and to see if you're eligible, please visit the ESAVN webpage.
If you are eligible to receive CalFresh or Cash benefits, you will receive a plastic card called an EBT card. The EBT card is used to receive your monthly benefits.
You can use the EBT card and Personal Identification Number (PIN) to access CalFresh or Cash benefits electronically. CalFresh and Cash benefits can be accessed at a participating retailer by using a point of sale (POS) machine. Cash benefits can be accessed at an Automated Teller Machine (ATM).
Requesting Replacement EBT Cards or a PIN Change. If you need to request a replacement EBT Card because your EBT card is lost, stolen, damaged, or if you need to change your PIN call the EBT Customer Service line right away at 1-877-328-9677.

Welfare-to-Work (WTW) is a program within CalWORKs that assists families in becoming self-sufficient through Employment Services. Parents and caretaker adults are enrolled to participate in WTW activities as a requirement of receiving CalWORKs financial assistance. The goal is to assist parents to develop a plan to obtain employment, through job readiness activities and other vocational and employment-directed education and activities.
WTW activities include; unsubsidized and subsidized employment, work experience, adult basic education, secondary school or preparation for certificate of general education (GED), job skills training, vocational education, job search/job readiness services, mental health services, substance abuse services, domestic abuse services, and other activities necessary to assist recipients in obtaining self-sufficiency and eliminating barriers to employment.
Supportive Services such as; childcare, transportation, diaper assistance, and work-related expenses are available to participants in WTW activities.
Referrals for services are also available to address barriers that can prevent successful employment such as substance abuse, domestic violence, or mental health issues.
The Family Stabilization program provides temporary services to CalWORKs families who are homeless, or at risk to becoming homeless, or experiencing transportation or other emergencies impairing participation in Employment Services (ES) activities and employment. Family Stabilization services may be requested at any time by contacting your Employment Services case manager.
Based on available funds, Family Stabilization services provide:
- Homelessness prevention services (temporary/permanent housing and/or utility assistance)
- Transportation emergency assistance (essential vehicle repair)
- Mental Health Services, Substance Abuse Services, and Domestic Abuse Services
HSP assists CalWORKs families who are experiencing homelessness or are at risk of homelessness. HSP utilizes a Rapid Re-Housing Model and Housing First approach to assist families with financial assistance and housing-related wrap-around supportive services. HSP services may be requested at any time by contacting your Employment Services case manager.
Based on available funds, HSP services provide:
- Hotel and motel vouchers
- Housing navigation and case management
- Short term rental assistance, security deposits, and utility payments,
- Moving costs, legal services, and credit repair
- Mental health services, substance abuse services, and domestic abuse services
- Subsidized employment placements and employment and training services
Sutter County CalWORKs and Employment Services offers Home Visiting Program (HVP) services in partnership with Sutter County Public Health. HVP pairs new CalWORKs parents with a Public Health HVP social worker who makes regular visits to the participant’s home to provide guidance, coaching, access to prenatal and postnatal care, early learning resources, and other health and community services to support families’ future educational, economic, and financial capability opportunities. This whole family approach will improve family engagement practices, support healthy development of young children, and prepare parents for robust engagement in Welfare-to-Work activities and employment. HVP services may be requested at any time by contacting your case manager.
Based on available funds, HVP services include but are not limited to:
- Prenatal, infant and toddler care
- Infant and child nutrition
- Child developmental screening and assessments
- Parent education and training in parent/child interaction
- Child development and childcare referral
- Strategies for coping with stress in healthy ways
Sutter County CalWORKs and Employment Services administers a Subsidized Employment Program in partnership with Sutter County One Stop. The goal of the program is to provide CalWORKs participants with a connection to the labor force by providing participants and employers with paid job placements where the participant can develop basic employability skills, build work experience, and transition into long term unsubsidized employment.
Participants are matched with an appropriate employer based on their experience and job skills and placed in various employer sectors that include: public/county agencies, community non-profit organizations, and private for profit small and large businesses. Subsidized Employment services may be requested at any time by contacting your Employment Services case manager.
