The MHSA is funded by a tax on high income individuals and is designed to transform California’s county mental health service systems. Community Planning Process for MHSA

In accordance with MHSA regulations, County Mental Health Departments are required to submit a program and expenditure plan and update it on an annual basis, based on funding estimates provided by the State and in accordance with established planning requirements and stakeholder engagement.

It is the policy of Sutter-Yuba Behavioral Health to resolve concerns or grievances related to the MHSA community program planning process and concerns about consistency between program implementation and approved plans.
