Mental Health Services Act (MHSA)
Sutter-Yuba Behavioral Health (SYBH) is pleased to acknowledge the passage of Proposition 63, the Mental Health Services Act (MHSA). The MHSA is funded by a tax on high income individuals and is designed to transform California’s county mental health service systems. Thank you to all who supported this important, ground-breaking legislation.

Community Planning Process for MHSA
In accordance with MHSA regulations, County Mental Health Departments are required to submit a program and expenditure plan and update it on an annual basis, based on funding estimates provided by the State and in accordance with established planning requirements and stakeholder engagement.
